For this tutorial we are going to make a
lot of similar frames/borders, with the same
color/fill/pattern - using the same steps over again, so
next time I'm only referring to 2 Color (=Background color) or 2
Black (=Foreground color).
Just repeat the steps
I'm explaining for the first frame/border. (Always expand
sides equally, and with the pixels mentioned in front of the
color).
To make it more easy to select a border, right click/All,
right click/Border and set the Pixels of the border for the
Border width, Direction: Inward, Shape: Box and Soft edge: 0.
You can always use the Magic Wand Tool, but this way it's more
easy if you use similar colors for the background and the
border. (On the assumption that all sides have been expanded
equally!)

Open
your picture and choose a nice color from your picture to use as
Background color - here I used 236/193/204 (white hand).
Format/Expand
Canvas/Expand sides equally: 1 Color (Background color ... red
arrow).
2 Black + 2 Color + 1 Black |

Expand sides equally: 20
Color.
Right click/All,
right click/Border: Border width: 20 (white hand), Direction:
Inward (red
arrow), Shape: Box.
Click OK and keep the border selected. |

Effect/Fills
and Texture/Texture Filter/Embossed (1) and use the default Texture
Image with these settings:
100/20/90/0 + Direction: 45.
Click OK/Apply Current Frame Effect to Image (white arrow) and
deselect the border.

Expand: 40 Color, select the border and go to Effect/ L&K/L
en K's trouble, and use
the default settings:
250/0/187/0/0/0.
Click OK and keep the border selected.

Selection/Select
by Color
Range, zoom in on your border (red arrow), set the Similarity to 100 (white arrow), use the
Eyedropper and choose one of the grey stripes. (I found out
that I get the best effect by choosing the first grey stripe - as you can see I
did on the screenshot ... red circle.)

Go to Edit/Fill/Gradient:
Fill type: 2. (white hand)
Fill color: Two colors:
248/233/237 (lighter shade of your Background color ... white
arrow) and 236/193/204 (Background color ... red arrow).
Click OK.
To deselect the border, use 1x your space bar, and 1x your
return key.
1 Black + 2 Color + 2 Black + 2 Color + 1 Black + 1 Color
Merge All.
