To make it more easy to select a border, right click/All,
right click/Border and set the Pixels of the border for the
Border width, Direction: Inward, Shape: Box and Soft edge: 0.
You can always use the Magic Wand Tool, but this way it's more
easy if you use similar colors for the background and the
border. (On the assumption that all sides have been expanded
equally!)

New Image: Canvas color:
choose a color from your picture - I used the color
234/156/127, and Size: 300x300 Pixels.
Effect/Bordermania/Frame #2 and use these settings:
7/7/47/152.
Do not tick the box for the Bevel (red arrow) and not the one
for Notch Corners (white arrow) either. |

Format/Expand
Canvas/Expand sides equally: 25 Color (the color you've chosen
for your New Image - 234/156/127.
Right click/All,
right click/Border: Border width: 25 (red arrow), Direction: Inward, Shape: Box and Soft edge: 0.
Click OK and keep the border selected. |

Effect/Almathera/A Halo and use these settings:
Black (red arrow)
thickness: 23
transparency: 27.
Click OK and keep the border selected. |

Go to
Effect/Filters Unlimited/ Special Effects 1 (red arrow)/
Blurred Mesh (white arrow) and use
this setting (1):
Density: 44
Blur amount: 10.
Your screenshot might look different, since I'm using Filters
Unlimited 2 - but the settings are the same anyway.
Click Apply and deselect the border.

Expand:
10 Color (the color you've chosen for your New Image -
234/156/127 and select the border.
Effect/Bordermania/Frame #2 and use the same settings as the
first time:
7/7/47/152 -
but this time tick the box for the Bevel (red arrow).
Deselect.

Choose
the Selection Tool/Magic Wand (red arrow) and select the middle
of your frame, as you can see on the screenshot.

Open
the picture (1) you want to use. Resize the picture if
necessary. (The best size would be the same as the one we
started this tutorial with - 300x300 Pixels.)
Copy (Ctrl+C) your picture
(1), activate the main
picture (2) and go to Edit/Paste/Into Selection and paste the
picture nice placed into the selection.
Merge All.

I used a Gradient instead of one single color! :)
