For this tutorial, as for all of them, we are going to make a
lot of similar frames/borders, with the same
color/fill/pattern - using the same steps over again -, so
next time I'm only referring to 1 White or 2 Color (=Foreground
color). Just repeat the
steps I'm explaining for the first frame/border. (Always
expand sides equally, and with the pixels mentioned in front
of the color.)
To make it more easy to select a border, right click/All,
right click/Border and set the Pixels of the border for the
Border width, Direction: Inward, Shape: Box.
You can always use the Magic Wand Tool, but this way it's more
easy if you use similar colors for the background and the
border. (On the assumption that all sides have been expanded
equally!)

Open
the picture you want to use, and choose a Fore- ground color (white arrow). I used 52/64/90.
Go to Adjust/Expand Canvas/Expand sides equally 1 pixel, Expand:
Foreground color. Select the border, right click/ Convert to Object,
right click/Shadow and use the
5.one (red arrow), with these settings:
Transparency: 17
Shadow size: 99
Soft edge: 7
Deselect.
1 White + 1 Color + 1 White. |

Expand: 3 Foreground color and select the border. Go to Effect/VM
Extravaganza/Transmission: 1/0/123.
Keep the border selected.
Go to Web/Button Designer/Any Shape and use these
settings for the Basic (white arrow):
Light angle: 315
Light elevation: 35
Bevel size: 3
Bevel smoothness: 0
Choose the second bevel (1) under Bevel (red
arrow).
Deselect.

Expand: 5 Foreground color. Select the border and go to
Effect/Bordermania/Frame #2 and use these settings:
5/5/110/110 + Notch Corners.
Deselect.
1 White.
Expand: 5 Foreground color. Select the border and go to
Effect/Bordermania/Frame #2 and use the same settings as
before:
5/5/110/110 + Notch Corners.
Deselect.

Expand: 18 Foreground color and select the border. Go to
Effect/Fills and Textures/Texture Filter/Embossed and click the icon (red
arrow) to find a Texture Image. Choose the one you've
downloaded and added to the Texture Filter. Use these
settings:
99/33/29/0 + Direction: 275.
Keep the border selected, and go to Effect Bordermania/ Frame #2: 18/18/44/34 + Notch Corners.
Use the Bordermania filter twice with the same settings.
Deselect.
1 White + 1 Color + 1 White.
Expand: 5 Foreground color. Select the border and go to
Effect/Bordermania/Frame #2 and use the same settings as
before:
5/5/110/110 + Notch Corners.
Deselect. |

Expand: 25 Foreground color, select the border and go to
Effect/I-Decay (red arrow)/Radial Glow (white arrow) and use
these settings (1):
62/82/78/66
Your screenshot might look different, since I'm using Filters
Unlimited 2 - but the settings are the same anyway.
Click Apply and keep the border selected.
Effect/ Bordermania/Frame #2: 25/25/31/20 + Notch Corners.
Deselect.
1 White.

Expand: 32 Foreground color and select the border. Go to
Effect/Fills and Textures/Texture Filter/Embossed and click the icon (red
arrow) to find a Texture Image you like. I used one from PI
own MATERIAL folder with the name BUMP04D.jpg. Use these
settings:
146/33/29/0 + Direction: 106.
Keep the border selected.
Effect/I-Decay/Radial Glow and use the same settings as
before: 62/82/78/66.
Keep the border selected.
Effect/ Bordermania/Frame #2: 32/32/28/19 + Notch Corners.
Deselect.
1 White + 1 Color + 1 White.
Merge All.

it! A beautiful and special frame for any kind of photo and
artwork ... done with PI and different filters.
