For this tutorial, as for all of them, we are going to make a
lot of similar frames/borders, with the same
color/fill/pattern - using the same steps over again -, so
next time I'm only referring to 1 Black or 5 Gold
(=GoldFillPattern). Just repeat
the steps I'm explaining for the first frame/border. (Always
expand sides equally, and with the pixels mentioned in front
of the color.)
To make it more easy to select a border, right click/All,
right click/Border and set the Pixels of the border for the
Border width, Direction: Inward, Shape: Box and Soft edge: 0.
You can always use the Magic Wand Tool, but this way it's more
easy if you use similar colors for the background and the
border. (On the assumption that all sides have been expanded
equally!)

Open the picture
and go
to Adjust/Expand Canvas/Expand sides equally 2 pixels,
Expand: White. Select the border, and go to Edit/Fill/Image (red
arrow) and find the texture you want to use (white arrow) -
GoldFillPattern.jpg - remember to check the box Tile the
image (1). Click OK.
Go to Selection/None.
1 Black + 1 Gold. |

Expand: 20 Black. Select the border and go to Effect/Almathera/A Halo
and use these settings:
White (red arrow)
thickness: 16
transparency: 71
Deselect.
1 Gold + 1 Black + 1 Gold. |

Expand: 30 Black. Select the border and go to Effect/UnPlugged
Shapes (red arrow)/ Rotodots (white arrow) and use these
settings (1): 8/4/128/128/128/154.
Your screenshot might look different, since I'm using Filters
Unlimited 2 - but the settings are the same anyway.
Click Apply and keep the border selected. |

Go
to Selection/Select by Color Range and use the eyedropper (red arrow) to
pick the white color of the dots from our last border. Set the
Similarity to 1 (white arrow). Go to Edit/Fill/Image and use
the same fill - GoldFillPattern.jpg. - as before. Repeat this
step until you've filled the dots 3 times with the
GoldFillPattern.
Go to Selection/None. That removes the selection from the
dots, but the border should be still selected!
Go to Effect/Bordermania/Frame #2:
30/30/98/98 + Notch Corners.
Deselect.
1 Gold + 1 Black + 1 Gold. |

Expand:
40 Black, select the
border and use a mask you've saved into your EP. For this
frame I used the mask - samarkan - which is included into the
zip file. Add the mask, resize to fit the 40 pixel border and
change into the Mask Mode (1) to retouch the mask. Use the
Paintbrush (white arrow) with the Foreground color. Black (red
arrow) and correct the mask. On the screenshot you can see
where I corrected (2) the mask. (Remember to correct all 4
corners of the mask. Leave the Mask Mode, go to
Edit/Fill/Image and use the same GoldFillPattern as before.
Repeat this step until you've filled the mask 3 times with the
GoldFillPattern.
Selection None.

Right
click/All, right click/Border, and use these settings: Border
width: 40 Pixels (white hand), Direction: Inward (red arrow),
Shape: Box and Anti-aliasing.
Click OK and keep the border selected.
Go to Effect/Bordermania/ Frame #2:
40/40/76/66 + Notch Corners.
Deselect.
1 Gold, Merge All and the frame is finished.
You can now - if you want to - add some nice corners to the frame.
Personally I prefer the frame without corners, but I've added one
beautiful decoration corner inside the zip file.

artwork ... done with PI and different filters.
