To make it more easy to select a border, right click/All,
right click/Border and set the Pixels of the border for the
Border width, Direction: Inward, Shape: Box.
You can always use the Magic Wand Tool, but this way it's more
easy if you use similar colors for the background and the
border. (On the assumption that all sides have been expanded
equally!)

Open
the picture you want to use.
Go
to Adjust/Expand Canvas/Expand sides equally 1 pixel,
Expand: White, and select the border. Edit/Fill/Image and fill
the border with the goldfill you've downloaded with the zip file -
a_jb-goldstrip.jpg.
Deselect.
Expand sides equally 1 pixel,
Expand: Black.
Now we will make another golden frame. Use the same goldfill
as before.
Expand sides equally
5 pixels,
Expand color: Black.
Expand sides equally
15 pixels,
Expand color: White, and select the border. Effect/Birgit Chaos/Black'n White:
100/100/100/255.
Deselect the border.

We are going to make several more frames like the first 3 frames
(also the same combination 1-2-1), so next time I'm only referring
to the frames 1-2-1. Just repeat the steps we've done right
now.

Expand sides equally
5 pixels,
Expand color: Black.
Merge All.
Right click/All,
right click/Border, set the Pixels of the border to 25 (white
hand), and the Direction to Inward (red arrow).
Keep the border selected.

Go
to Bordermania/Frame #2 and use these settings:
25/25/122/108 + Notch Corners.
Deselect.
Add frames 1-2-1.
Expand sides equally 25 pixels,
Expand color: Black.
Effect/Bordermania/Frame #2 and use these settings:
25/25/110/140 + Notch Corners.
Deselect.
Add frames 1-2-1.

Expand:
40 Black. Select the black border and go to Effect/Material Effect/Texture Filter and choose Animal
Hide (red arrow). Use these settings (1):
15/100/64/59/69/6
Color (white hand): 85/85/85
Direction: 61
Keep the border selected.
Effect/Bordermania/Frame #2 and use these settings:
40/40/39/67 + Notch Corners.
Deselect.
Add one border - 1 pixel - in gold and deselect.
Merge All.
If you want to add some corners/decorations to your finished
frame, I'll show you with the next steps how you can do that very
easy.

Open the corner
you've downloaded (1), Copy (Ctrl+C) and Paste (Ctrl+V) into
your picture.
Right click the corner/Align (red arrow)/Bottom. Right click/Duplicate and Flip Horizontally
with
the Rotate & Flip command (white arrow). Right click/Align/ Left. Repeat the steps Duplicate - Flip - Align
until you've placed all corners into their right positions. Of
course - change horizontally with vertically and make use of
the Align/Bottom command.
Merge All and Save As.

That's it! A beautiful, special
frame for a wonderful artwork ... done with PI and different filters.
