To make it more easy to select a border, right click/All,
right click/Border and set the Pixels of the border for the
Border width, Direction: Inward, Shape: Box.
You can always use the Magic Wand Tool, but this way it's more
easy if you use similar colors for the background and the
border. (On the assumption that all sides have been expanded
equally!)

Open
the picture you want to use. I've resized this mine to an height of 400 pixels.
Go
to Adjust/Expand Canvas/Expand sides equally 2 pixels,
Expand: White, and select the border.
Effect/Fills and Texture/Kaleidoscope Fill, click Edit (red arrow) and choose
the golden palette - 008. Click OK, and choose Pattern
template 5 (1) in the next window. Use one of the Pattern
samples you like. I've used the first one (white arrow) with
the name 5-1.
Click OK and deselect the border. |

Expand sides equally 5 pixels,
Expand: White. Select the border and go to Effect/Fills and
Texture/Kaleidoscope Fill. Click the Edit button and choose the palette
102 (white hand).
Right click on the black squares (red arrows) and change the
color to one that fits your picture (11/138/181). Right Click the
white squares and change the color to a matching color (243/252/254). Click Add (1), and your palette will be saved to
the Palette Ramp Editor.
Click OK, and choose Pattern template 5 (1) in the next
window. Use the Pattern sample as you did for the gold
palette.
Click OK and deselect the border.
Now we will make another golden frame with the same
Kaleidoscope Fill, like we've done before. Deselect. |
We are going to make some more frames like the first one (same
steps - Expand, Selection, Effect/Fills and Texture/Kaleidoscope
Fill with the
same golden color and pattern), so next time I'm only referring
to the frame 1. Just repeat the steps we've done right now for
our first frame.

Expand sides equally 15 pixels,
Expand color: 22/65/146. Select the border go to Edit/ Fill/Gradient (1)/Magic Gradient
(2) and find
Mode 9 (white arrow). Click the Edit button (red arrow) and choose the palette
008.
Click OK and change the Merge (3) to Lighting and the
Transparency (4) to 70.
Click OK and keep the border selected.
Go to Almathera/A Halo and use these settings:
Black + 16/55.
Deselect the border.
Add one frame 1. |

Expand sides equally 30 pixels,
Expand color: white. Select the border go to Edit/Trace/Selection Marquee and
accept the standard settings. Change the Mode (1) from
Horizontal Deform to 3D Round, and set the Border (2) to 15
and the Depth to 30. Click the Material button (red arrow) and
choose File (white arrow) in the Material window (3). Find
your original picture and click OK.

Effect/Xero/Porcelain
and use settings you like, or fit your picture. I used these
settings:
Softness: 170 /
Strength: 164 /
Brightness: 114 +
Red channel: 0 / Green channel: 0 / Blue channel: 255.
Click OK and keep the border selected.
Go to
Photo/Blur/Gaussian
Blur/Options and set the Level to 2.
Keep the border selected.

Photo/Enhance/Diffuse
Glow and use these settings:
Threshold: 12
Degree of glow: 12
Graininess: 2
Glow color (white arrow): 68/202/244 (find a color that fits the picture
you're using!)
Click OK and deselect.
Add
one more time a frame 1.
Merge All and Save As.
